Collar Clipper

I know there are a lot of dog blogs around, and in them they have great idea on items for their furry 4-legged companions. There is an invention of a little pouch you put the tags inside to stop the insentient jiggling. Well this is what I want help with: I want a clip that you can easily transfer their tags from one collar to another. I have trial-and-erred a few different options and have found something that serves as a mediocre solution. Another problem I come across: my dog is a Corgi, they are log to the ground, so any type of clip that is too long drags on the ground even when she's not bending over to sniff.
